Language server for Bazel build files. Symbols, diagnostics, navigation and
rename across BUILD, *.bzl, MODULE.bazel, WORKSPACE and *.scl.
Bazel itself is optional. The target index is parsed from BUILD files, so the server answers without a Bazel process and without a build.
